WEBSTER, NY — Webster Town Supervisor Tom Flaherty joined Donna Komor, Town Assessor, Jennifer Wright, Webster Town Councilwoman, and several other community representatives as the Town of Webster publicly kicked off its 2027 Townwide Revaluation project. The project was initiated with a community meeting and Q&A session at the Webster Public Library on Tuesday, July 22.
A townwide revaluation was last done in Webster in 2004. Since then, the real estate market has shifted. After several years without a revaluation, some properties are over-assessed, and some are under-assessed. Revaluations ensure that properties are assessed based on current market values.
“The unprecedented appreciation of the residential real estate market of recent years has driven our equalization rate downward,” said Komor. “The other types of real estate, such as commercial and industrial, have not been as dramatically affected. Unfortunately, there is only one equalization rate for any municipality, and our equalization rate is no longer representing all properties as it has in the past. The best methodology to correct this inequity is a Townwide Revaluation.”
While the results of the revaluation project will first be seen on the September 2027 School Tax bill, the Town of Webster has launched a public education project in 2025 to ensure the community is informed. The Town is committed to working with taxpayers to provide clear and transparent information and resources for the duration of the 2027 Townwide Revaluation project.
“Revaluations are often met with skepticism, misunderstanding, and anxiety,” said Flaherty. “This fear is driven by misinformation that a change in a property’s assessment will necessarily cause tax bills to increase. The Town of Webster’s goal is to be a reliable source of information and resources for our community throughout the entire revaluation process.”
The Town of Webster has engaged with a trusted consultant firm for completion of this project, KLW Municipal. Webster Town Board passed a resolution to contract with KLW for these services in December 2024, committing a portion of the Town’s remaining American Rescue Plan Act (ARPA) funds to support the project. Since 2004, Robert Koszarek has co-led KLW’s municipal operations. Koszarek and his team will work closely with the Town of Webster to ensure a successful reassessment.
Throughout the project timeline, the Town of Webster will offer several opportunities for public education and interaction with the Town’s Assessment Office and the Town’s consultant, KLW Municipal.
“We are very excited to be partnered with KLW Municipal for this momentous project,” said Komor. “Their experience across the state will greatly benefit this project. KLW's team will become an extension of our assessment office team, but solely focused on this project as we continue our other services to the community. The Town Board chose wisely in selecting KLW."
